Phare Programmes
In order to achieve the objectives Romania had in view in order to adhere to the European Union, namely, the development of the action capacity of the Romanian Border Police, in the field of the efficient fight against the cross bordering criminality and of ensuring the strengthening of the Romanian borders, in the period 1998 - 2003 the Romanian Border Police benefited from funds amounting to 62,04 MEuro (47, 99 MEuro Phare and 14,04 MEuro from co-financing), resources used within.-
the institutional twining projects (within them, there were drawn up the Romanian Border Police Law and the Border Law, the new structure of the Romanian Border Police was designed, a new syllabus and a new procedure of recruiting the personnel of Romanian Border Police were drawn up, there have been taken the first actions for the implementation of the Strategy of Integrated Border Management, the Trilateral Contact Centre Galati, the Handbook of the Border Police - the National Schengen Application and a number of 1.581 R.B.P. workers were trained in operational fields, the establishing of the international cooperation frame with the national institutions in the field of fighting against the trafficking in drugs and trafficking in human being, the working out of the proceedings and of the internal regulations in this field, the working out of the cooperation documents with the similar institutions in the neighbouring states and the E.U. Member states, the improvement of the frame and of the structures of the exchange of information, the projecting of the legislation and of the structures managing the information in the Integrated System of Observation - Surveillance at the Black Sea),

of the projects of providing the services and of those for the investment support (though the agency of which there were acquired 4x4 vehicles, boats, IT equipments, surveillance special vehicles, equipments for night vision, equipment for the document control and it was rehabilitated the Training and Improving Centre Iasi, the implementation of the pilot project of the Data / Voice Communication System of the Romanian Border Police, patrolling and operative work vehicles, patrolling and intervention boats, specific equipments for the control and the checking of documents, the developing of the data / voice integrated system of the Romanian Border Police, equipment for the implementation of the first phase of the Integrated System of Observance - Surveillance at the Black Sea).
Being aware of the necessity of establishing an integrated system for the border strengthening, our institution took the necessary steps for the completion of the projecting, contracting and implementation phase of the multi-annual 2004 - 2006 Phare programme "The Strengthening of Management and Border Control", which will allow the development of the institutional capability of enforcing the European Union acquis in the field of management and border control, in order to make the arrangements for the adherence of Romanian to the European Union. The sums proposed to be used through the multi-annual 2004-2006 Phare programmes for the implementation of the projects are: 163.511.700 EURO, the total budget out of which 123.219.875 EURO - non reimbursable Phare financing.
