1. The optimization of the institutional system and of the human recourses system within the R.B.P. and the N.C.A.

• The improvement of the cooperation between R.B.P. and the N.C.A. at the border with Serbia (TA)
• The development of the human resources within the R.B.P. - Phase 2 - Training in the field of drafting and development of the education programmes (services)
• The operational training in the field of selective control techniques, based on the risk analysis, for the R.B.P. and N.C.A. (twinning)
• The development of the internal control techniques within the R.B.P. and N.C.A. (services)
• Development and improvement of the activities regarding the gathering, analysis and dissemination of statistical data (twinning)

2. The continuous development of the system of border strengthening

• The endowment with special detection equipments of some border crossing points
• The implementation of Integrated System of Observance, Surveillance and Traffic Control at the Black Sea (S.C.O.M.A.R.), third phase (acquisitions)
• Building and rehabilitation of the mooring places of the R.B.P. ships (works)
• Building the communication infrastructure at the Danube
