The subject of this contract is represented by the development, implementation and setting in function of the system which has as main objectives:

The system will be permanently prepared for surveillance and monitoring (24 hours a day, 7 days a week) providing a tactical image of the water surface, aerial activity and land situation in the following areas:

the border at the Black Sea;
-
the Romanian Eastern sector of Danube and Danube Delta in the sea area (this is partially covered by complementary projects, for example: ISSDRADD system which will be administrated from the command and control centre of S.C.O.M.A.R.).

S.C.O.M.A.R., a complex system, the result of the integration of various subsystems, will be made up of the following elements:

Command and Control Centre (C.C.C), located at the headquarters of the Border Police Constanta. C.C.C. will collect all the information in the system and send them to the National Command and Control Centre (which will be performed in the future projects) and to other decisional centres;

local surveillance centres, placed along the coast, including sensors and local infrastructure;

data - voice communication infrastructure, partially accomplished within the previous projects, completely operational, belonging to the Romanian Border Police and partially implemented in this project.

The main objective of the S.C.O.M.A.R. project is to provide all the technical possibilities to improve the reaction capacity at sea, in the air and of the terrestrial units (motor boats, planes, helicopters and patrolling vehicles) of the Romanian Border Police.

The coast surveillance units are made up of radars, electronic and optical sensors and radio sensors which record information and make up a general image of the surveilled area. This information is sent through the communication networks to the command and control centres at the Border Police headquarters. Putting together all the data provided by the sensors placed along the border, the system will be able to give the command and control centre a complete image.

The system will be made up of a complete technical infrastructure which can provide real time information for intervention needs of the Border Police.

The general images on the sea and land represent a key tool which will be used by the Romanian Border Police and by other organizations when taking tactical decisions.

The general objectives of S.C.O.M.A.R. are:

to consolidate and to make efficient the border surveillance by the Border Police, providing a complete solution which will give information in real time on the situation in the field for the reaction units;

to better pursue the migrants, to prevent the illegal immigration and to reduce illegal traffic with goods and smuggling;

to improve the communication capacity (data and voice) for the Border Police using its own networks;

to comply with the E.U. standards regarding the security of the border and cooperation.
