The carrying on of the legislative approximation according to the community's acquis in the field of management and border control. The working out of the secondary legislation.
The following documents have been drawn up:
• Border Policemen Handbook, 31.07.2003;
• The Methodology of fighting against criminality for the Border Police, 28.10.2003;
• The Methodology of fighting against fraud in documents;
• The Methodology regarding the organization and carrying out of the activities of prevention and fighting against international trafficking in vehicles stolen in the country or abroad.

TOTAL BUDGET 550.000 Euro
The further on working out of a Strategy of Integrated Border Management - operational at the Romanian-Hungarian border, in the international maritime harbours and in the ones on the maritime Danube (Constanta, Mangalia, Galati and Sulina) in Romania in order to improve the cooperation between agencies both with the agencies involved in the Romanian border administration as well as with the similar agencies in the neighbouring countries and the with the Member States.
At the end of this project, the general result will be the Carrying on of the Development of the Strategy of Integrated Border Management for Romania, implemented in two border areas (the border with the Hungarian Republic and in the maritime harbours/ harbours at the maritime Danube).
Achievements: All the objectives provided in the guaranteed results chapter, less the ones provided within the Component 4 regarding the contact centre at the Romanian - Hungarian border.
The achievements included:
a) Agreements, Protocols, Memoranda concluded between the RBP and the other agencies with border attributions: between 2000 and 2003, at the level of the RBP 47 cooperation documents at the ministerial level, packages of measures came into force. Part of these documents were signed by the General Inspector, others were signed at the level of the Ministry of Administration and Interior, or at the local level.
In 2003 the following documents were signed and came into force:
The Protocol between the Environment National Guard - the National Control Authority and structures subordinated to the Ministry of Administration and Interior, for the accomplishment of some common missions and own attributions - 04.08.2003;
The Protocol regarding the collaboration between GIBP and GDC - 26.03.2003;
The Collaboration Protocol between GIBP and the Office of Vehicle Insurers in Romania regarding the International Insurance for Auto Civil Responsibility "Green Card" - 03.04.2003;
The Protocol between the Romanian Road Authority regarding the ways of cooperation for the carrying out of the specific control of the vehicles in the border crossing points and in the border area - 08.01.2003;
The Partnership Protocol for the strengthening of the cooperation in the field of European integration between the Bihor Prefecture, the Oradea Town hall, The Bihor School Inspectorate, Oradea BPD, Bihor CIBP, The Bihor Chamber of Commerce and Industry, etc;
The common order of the minister of the administration ad interior and the minister of transports for the introduction of the border regime in the international airports -19.09.2003;
The Protocol of collaboration between the MAI and the National Council for Combating Discrimination - 06.10.2003.
b) The formation of local cooperation teams in the big border crossing points and in the harbour Constanta: in the points Constanta and Giurgiu (coordination at the level of prefects).
c) The Border Cooperation Agreements concluded between the Romania government and the government of the Hungarian Republic and between the Romanian government and the neighbouring countries at the Black Sea.
d) The facilitation of the traffic of persons and goods ensured by: the Unique Tax Pay Desk at the selected border crossing points, common controls made by the border police / customs authority; the personnel working both at the green border and in the border crossing points.

The realization of a modern network for the Data - Voice transfer between the GIBP and the unities at the border with Moldova and Ukraine.
The equipments have been delivered. The system is functional. The interim acceptance was concluded on 05.05.2005.
