The main objective of this project was to improve the training, education, recruiting and selection system of the Romanian Border Police.
The improvement of the performances of the managers of the RBP at all levels and in all the positions by providing them with a training in management and to develop the abilities of the RBP to provide an inside programme of management training after the end of this project.
• The improvement of the recruiting system and of the management of Human Resources;
• The Implementation of the Border Police Handbook;
• The development of a new strategy of education and training;
• The introduction of rules and regulations for the improvement of the activity in the training centres;
• The planning of a training programme in accordance with the training needs of the managers within the RBP at all levels and in all positions;
• The drawing up of the training materials for supporting the training programme;
• The providing of management training;
• The evaluation of the impact of the training programme over the managerial behaviour and over the operative performances.

RO 9907.01.01/03 - The Institutional Twining Convention ISBM - Germany
TOTAL BUDGET 800.000 EURO
The main objective was to draw up an Integrated Strategy of Border Management (ISBM) for Romania, to improve the cooperation between agencies, both at the internal level involving all the agencies with competence at the Romanian border and the external level with the counterpart agencies of the neighbouring countries.
• The establishing of a legal base for the internal and external border cooperation;
• The strengthening of the border;
• The fluidization of the movement of persons and goods;
• The promotion of the cross bordering cooperation by establishing a Border Contact Centre in Galati;
• The development of the Schengen standards in the international airports.

• The increasing of auto mobility at the eastern and northern border by acquiring 4x4 vehicles (122 vehicles);
• The increasing of the naval mobility at the eastern border by acquiring fluvial boats (47 patrolling boats).

• The acquisition of individual equipments;
• The acquisition of collective equipments in order to improve the operative performances.
(Uniforms for extreme conditions, rain coats, bullet-proof waistcoats and helmet, handcuffs, socks, military boots, rubber boots, computers, printers, CO2 detectors, optical readers, lanterns, UV lamps.)
