On 23.05.2019, the Romanian Border Police through the Coast Guard participated with naval and land mobility means and forces in the “Demonstration Exercise at the Black Sea with maritime and air mobility means to stop illegal migration” (ESDC 2019). The activity was organized by the National College for Home Affairs within the Police Academy Alexandru Ioan Cuza, under the aegis of the European Security and Defence College, in partnership with the naval academies “Mircea cel Bătrân” and “Nicola Vaptsarov” in Varna.
The exercise was carried out under the coordination of the Ministry of Internal Affairs, with the support of the Coast Guard, the Maritime Ports Administration Constanța and the City Hall of Constanța municipality.
Also, forces and means within the General Inspectorate of Immigration, General Inspectorate for Emergency Situations, General Inspectorate of Romanian Police, General Inspectorate of Romanian Gendarmerie, General Aviation Inspectorate and Public Health Directorate Constanța participated in the activity.
The aim of the event was to present the activity carried out by the institutions of the Ministry of Internal Affairs to manage a crisis situation generated by a flow of migrants at the maritime border.
The exercise was developed by simulating a massive flow of migrants, thus activating the Center implementing activities for state border control, protection of public health and clarification of the legal status of foreign nationals crossing the border based on GEO 53/2015 for the establishment of measures applicable in case of a massive migration flow at the Romanian state border, under the coordination of the Border Police, where the joint action modality of all the representatives of the institutions with specific duties was pursued, according to the plan of measures.
On this occasion, the coordination, intervention and communication capacity between the participating forces was tested, which according to the competences, are involved in the management of such situations.
