A delegation of the Romanian Border Police, led by the general inspector, police principal quaestor IOAN BUDA, participated in the 30th Management Board Meeting of FRONTEX Agency, held in Belgium.
The 30th Management Board Meeting of FRONTEX was carried out in Brussels (Belgium) during 24 - 25.11.2010, in which participated the chiefs of the Border Polices and Border Authorities from all the U.E. Member States.
At this meeting, on behalf of the Romanian Border Police, Romania was represented by the general inspector, police principal quaestor Ioan BUDA, full member in the Management Board of the Agency.
The outcomes of the joint operations carried out in 2010 were presented within this activity, as well as the situation regarding RABIT operation (rapid border intervention teams) in progress in Greece.
In order to avoid possible incidents during the participation in the operational activities coordinated by FRONTEX, it was decided to realize a set of conduct rules regarding the behavioural standards for all actors involved in operations, the aim is to adopt a Code of Conduct of Frontex.
At the same time, the representatives of Capacity Building Division (CBD) within the Agency presented the activities planned to be held in 2011 in the main action fields: training, research and development, reunited resources (RABIT, FJST, technical equipment), meant to support the operational activities of Frontex.
Also, the members of the Management Board discussed the authorization decision of Executive Director in order to negotiate the Collaboration Protocol with MARRI Regional Center (Migration, Asylum, Refugees, Regional Initiative).
The participation at this meeting represents an opportunity to enhance the relations with the authorities of the E.U. states involved in the fight against illegal migration, in order to realize an operational exchange of data and information, their aim was to line up the specific activities to the international standards in the field and to counteract efficiently cross-border crime.
Background information:
The European Agency FRONTEX was established in 2005 (it became operational), based on the provisions of article 2 of the Council Regulation (EC) no 2007/2004. The Agency is the main institution of the European Union for the management of external borders, ensuring the coordination of Member States' actions in the implementation of community measures in this field.
FRONTEX operations are aimed to counter illegal migration at the level of the European Union based on the risk analyses, thus entailing confidence, support and active participation of all Member States.
Once with Romania's accession to the European Union, the Romanian Border Police became full right member within FRONTEX European Agency.
Institutional, legislative and operational abilities of Romanian Border Police, as well as the responsibilities deriving from the necessity to secure the E.U. external border, allowed the active involvement of our institution in the activities organized by Frontex Agency, including:
participation in the drafting process of guiding lines on the management of E.U. external borders; participation in the drawing up annual work programmes based on risk analyses and operational assessments carried out both at FRONTEX and national level; participation in joint operations organized by FRONTEX on the territory of other states; organize FRONTEX joint operations on the territory of our country, on all three types of border (green, blue, air); granting rapid operational assistance for a limited period of time, in the guise of rapid border intervention teams (RABIT); training of border police officers etc.
