Yesterday, 18.07.2023, a delegation of the European Border and Coast Guard Agency (Frontex), led by Mr. Lars Gerdes, Deputy Executive Director for Returns and Operations and the General Inspector of the PFR, Mr. Victor-Ştefan Ivaşcu, took part in the Search and Rescue exercise within the Multipurpose Maritime Operation in the western Black Sea 2023. The event took place in the form of a multi-functional maritime exercise focused on different Search and Rescue scenarios, with the involvement of authorities with responsibilities in the Black Sea.

The main objective of the working visit of the Frontex delegation was to meet directly with the participants involved in the Multipurpose Maritime Operation, organized in the Black Sea, in Romania, under Frontex coordination.

Mr. Lars Gerdes, Frontex Deputy Executive Director for Returns and Operations met with the General Inspector of the Romanian Border Police, police chief Victor-Ştefan Ivaşcu in Mangalia. On this occasion, the two officials discussed about institutional collaboration and other aspects of interest for both the Romanian Border Police and Frontex Agency, while participating in the exercise organized within the Joint Maritime Operation with Multiple Purposes 2023.

Based on the latest challenges and developments at European level regarding Search and Rescue at sea, it was agreed to organize this practical exercise in the Black Sea in order to increase the reaction capacity of the law enforcement as well as to develop the best practices in such situations.

The activities within the exercise took place in two districts located in the Romanian territorial waters, with the participation of Romanian Border Police structures, the Romanian Agency for Saving Human Life at Sea, the Romanian Naval Authority, Romanian Intelligence Service, as well as other authorities with Search and Rescue responsibilities, maritime administration and coordination in the Black Sea.

The Multipurpose Maritime Operation, organized in the Black Sea takes place between 19.04.2023-15.12.2023, in our area of competence at the Black Sea, under the coordination of the European Border and Coast Guard Agency (FRONTEX).

JO MMO Westen Black Sea 2023 has the general objective of increasing the degree of coordination and cooperation between all actors involved in activities, to ensure security and safety in the maritime field, response in cases of maritime accidents or disasters, Search and Rescue operations, as well as improving the ability to save lives at sea.

The Romanian Border Police annually hosts such an operation, the main purpose being as follows:

  • Maritime border surveillance, including SAR support
  • Controlling illegal Migration
  • Fisheries control through joint surveillance and checks following the EFCA Joint Deployment Plan for the Black Sea
  • Environment protection
  • Fighting cross-border crime

As part of the operation, Frontex Agency, together with EFCA (European Fisheries Control Agency) and EMSA (European Maritime Safety Agency), ensures support for the national authorities with Coast Guard attributions, in order to have a better understanding of the operational situation by providing services, information, and response reaction.
