The Romanian Border Police will take-over the Presidency of the Black Sea Cooperation Forum

During 11 - 14 November 2013, in Constanta, the XIVth Annual Meeting of the Leaders of the Border Police / Coast Guard Authorities of the Black Sea Littoral States, according to the Agreement of Cooperation between the Governments of the states participating in the Economic Cooperation of the Black Sea in the field of countering crime, especially in its organized forms, signed in Kerkyra, on 2 October 1998 between the Black Sea Littoral States (Bulgaria, Georgia, Russian Federation, Turkey, Ukraine and Romania) will carry out.

On this occasion, the General Inspectorate of Border Police will take over, for the third time, the Presidency of the Black Sea Cooperation Forum.

Within this activity, the general inspector of the Romanian Border Police, police chief quaestor Ioan Buda and chiefs of the Border / Coast Guard Authorities of the Black Sea Littoral States, accompanied by experts will participate in this activity.

The meetings are organized annually; their aim is to optimize the exchange of information and experience, as well as the development of basic ideas and principles of collaboration.

Within this reunion, the results recorded within the Working Groups in 2013 between the national experts of the Black Sea littoral states will be presented, the activity in the competence areas will be analyzed and new cooperation methods in order to counteract cross-border crime efficiently in the Black Sea area will be proposed.

The main point of discussion in the agenda of this year is the enhancement of the existing relations between the border / coast guard authorities in order to prevent and counter illegal migration and other types of illegal activities, as well as the strengthening of maritime safety and security of navigation in the Black Sea.

Background information

The Agreement of Cooperation between the Governments of the states participating in the Economic Cooperation of the Black Sea in the field of countering crime, especially in its organized forms, - open for signing in Istanbul, in 2006 - concluded between the Chief Directorate Border Police within the National Police Service of the Ministry of Interior of Bulgaria, Ministry of Interior of Georgia, Federal Security Service of Russian Federation, General Inspectorate of Border Police within the Ministry of Administration and Interior of Romania (signatory of the Agreement in 2007 in Burgas - Bulgaria), Coast Guard Command of Turkey, Administration of the State Border Service of Ukraine, according to the purposes and principles of the Charter of the United Nations Organization, has as main objective the development of security and stability in the frame of cooperation between the Black Sea littoral states, though:

Promotion of peace and stability in the region based on trust and security between the Black Sea littoral states; Enhancement of existing connections between the border/coast guard authorities in order to prevent trafficking with drugs, psychotropic drugs, its substituents and precursors, ammunitions, explosives, radioactive, poisonous substances and the ones with powerful effect, illegal migration in the Black Sea; Establishing the basis of cooperation regarding the protection of natural resources of the Black Sea and the prevention of rule violation of fishing; Prevention of maritime pollution and protection of the maritime environment; Promotion of scientific researches in oceanography and hydrography issues in the Black Sea.
