The Management Board of FRONTEX - the general inspector of the Romanian Border Police, principal police quaestor Ioan Buda is also a part of - endorsed the FRONTEX Strategy on the implementation of Fundamental Rights at the end of March.
On 31 March 2011, in Warsaw - Poland, the Management Board endorsed the FRONTEX Strategy on the implementation of Fundamental Rights. The document sets out the objectives, political and legal context, operational implications and the implementation plan of the strategy.
The strategy was developed following a consultative process, involving the active input both from the Member States - Romania is also a member - and from the International Office for Migration (I.O.M.), U.N. High Commissioner for Refugees (U.N.H.C.R.) and the E.U. Fundamental Rights Agency (F.R.A.).
The endorsement of this strategy represents an important step in the ongoing efforts of FRONTEX to promote and apply the fundamental rights in each activity sector, part of a gradual process and not a sudden change of policy.
The Management Board of FRONTEX is comprised of representatives of all the Member States and Schengen Associated Countries involved in FRONTEX activities and representatives of the European Commission. Thereby, the unanimous support of FRONTEX strategy represents both the recognition of common values of the Member States and of FRONTEX Agency and the continuation of their implementation and observance.
"The observance and promotion of fundamental rights are unconditionally and integrally effective components of Integrated Border Management", represents the principle underling the endorsement of FRONTEX strategy on the implementation of Fundamental Rights.
The strategy will complement the Code of Conduct for FRONTEX personnel and the personnel participating in operations, officially endorsed by Ilkka Laitinen - director of FRONTEX Agency - at the end of February 2011.
This strategy is closely connected to the commitment of national border policies to ensure the fulfillment and sharing of objectives regarding the observance and application of fundamental rights and supporting FRONTEX Agency to implement them.
While the Member States are responsible for the application and observance of the fundamental rights at the national borders, it was considered necessary, that during the development of joint operations, these rights shall be observed and applied in a standard and unitary way.
At the same time, through the endorsement of the Strategy, the competent structures in the border management will have the role to promote actively and continuously the observance of fundamental rights within the national area, and FRONTEX Agency follows to materialize the efforts both at the level of EU and at international level.
