The Romanian Border Police has in its endowment 2 vehicles with mobile means, as well as portable devices for detection of nuclear and radioactive materials, which will be placed at the E.U. external border, in order to prevent illegal trafficking with these kind of products and especially, for preventing terrorism actions.
On 02nd of December 2009, 11.00, at the headquarters of General Inspectorate of Border Police took place the receiving of two vehicles with mobile means for detection of nuclear and radioactive materials, as well as portable equipment for detection of radiations.
The equipments got into the possession of Romanian Border Police within the "Second Line of Defense" (S.L.D.) programme - intended for border detection in order to prevent illegal trafficking with these products.
Generally, this programme foresees the installation of portal-monitors which detect gamma radiations and neutrons in road, naval and air border points situated at the E.U. external border, at the border with Ukraine, Serbia, Republic of Moldova and Black Sea, as well as within Henri Coanda International Airport - Bucharest.
At the same time, the programme supposes the realization of an on-line alert system containing a central monitoring basis, central alert stations and local alert stations.
For adequate use of the device, several border policemen were specialized and trained by experts within Department of Energy of U.S.A. Government in order to detect nuclear and radioactive materials at the border.
Within this event participated: state secretary, chief of Schengen Department within Ministry of Administration and Interior, police chief quaestor Marian Grigore Tutilescu, general inspector - empowered of Romanian Border Police, police principal quaestor Ioan Buda, a delegation of Department of Energy of U.S.A., as well as representatives of cooperation institutions within this programme (A.N.V., C.N.C.A.N., D.G.I.P.I., I.G.P.).
BACKGROUND INFORMATION:
"Second Line of Defense" (S.L.D.) programme - intended for border detection of nuclear and radioactive materials in order to prevent illegal trafficking with these products implemented and managed by Ministry of Administration and Interior - General Inspectorate of Romanian Border Police, with the support of Department of Energy (D.O.E.) within U.S.A. Government, is carried out on the basis of Agreement between the Ministry of Interior and Administrative Reform in Romania and Department of Energy in the United States of America regarding the cooperation in the field of preventing illegal trafficking with nuclear substances and other radioactive materials, signed on 15.09.2008.
For our country, the implementation of "Second Line of Defense" programme leads to the consolidation of the active role which Romania has in the region for solving major issues as fight against terrorism, promoting strategic partnership with U.S.A. and promoting security interests of Romania.
In terms of logistics, this Programme consists of assistance granted to the Romanian Border Police regarding the supplying of equipment and materials, as well as performing training and deliveries foreseen in the Agreement, including technical support and consultation in the following fields:
a) setting up and implementation of the regulation and of other programmes in the field of preventing cross-border trafficking with special nuclear materials and other radioactive materials; b) developing technical means and detection methods and identification of special nuclear materials and other radioactive materials at border, as well as procedures and reaction capacities; c) delivery and installing in the border crossing points (situated on the E.U. external border) at entry / exit in / from Romania of equipment and devices adapted to the existing conditions in our country (including testing, configuration and demonstrations with these equipments and devices); d) delivery of spare parts sets, equipment for testing and other equipments in order to maintain the facilities and devices supplied by D.O.E. - U.S.A.; e) training of Romanian border policemen and other personnel categories for detection of special nuclear and radioactive materials at border, as well as for the adequate use of the equipment supplied by D.O.E - U.S.A.; f) support for maintaining the equipment supplied by D.O.E - U.S.A., according to a maintenance and supporting plan, mutually established by contracting parties.
