Control activity within Caras Severin County Inspectorate of Romanian Border Police

As a result of the evaluation carried out by the Control Service of G.I.B.P., six officers in leading positions within the County Inspectorate of Border Police Caras Severin will be preliminary investigated.
Five of them, the chief of C.I.B.P. Caras Severin, the chief of Naidas Sector, their deputies and the chief of the Office for Border Surveillance and Border Crossing Control Caras-Severin, presented their resignations.

The General Inspectorate of Border Police continued the evaluation activity of the subordinated structures, reason for which, during 28.02 - 04.03.2011, the officers within Control Service of G.I.B.P. verified the accomplishment mode of specific duties by the employees within the County Inspectorate of Border Police Caras-Severin and the Border Police Sector Naidas.

At the same time, the activity of the management of both structures was verified, with the aim to evaluate the obtained outcomes, the competence and the capacity of the management, the analysis of specific performance indicators, the implementation mode of priority programmes and strategies of R.B.P. and the identification and improvement of ascertained deficiencies.

Out of the checks carried out, deficiencies in the managerial activity were ascertained, as well as negligence or lack of concern in the fulfillment of duties manifested by the officers in leading positions within the County Inspectorate of Border Police Caras Severin and the Border Police Sector Naidas, consisting in the inefficiency of controls carried out and the operational and information work, insufficient involvement in illegal trafficking in cigarettes and the lack of decision in the implementation of disciplinary measures.

Also, the lack of involvement or the superficial involvement of the officers in leading positions was ascertained in activities of prevention and countering internal corruption, the results at territorial level in this field were null.

Following the ascertained deeds, the measure of preliminary investigations for officers in leading positions was adopted as follows: chief of Caras Severin County Inspectorate of Border Police, deputy of inspectorate chief, chief of Naidas B.P., deputy chief of Naidas Sector, chief of the Office for Countering Cross-border Crime within Caras Severin C.I.B.P., and the chief of the Office for Surveillance and Control of Border within Caras Severin C.I.B.P.

On the completion of the preliminary investigations, according to the legal provisions in force, for the concerned persons the necessary measures will be adopted, according to the seriousness of the deeds.

Other 4 operational officers within Caras Severin C.I.B.P. received warning notes, being adopted 40 organizational measures, respectively of remedying the ascertained dysfunctions and lacks ascertained at inspectorate level.

At the same time the leading staff of the General Inspectorate of Border Police approved the dismissal from leading positions, upon request, of five officers: chief of Caras Severin county inspectorate, deputy of inspectorate chief, chief of Naidas B.P., deputy chief of Naidas Sector and chief of the Office for Surveillance and Control of Border within Caras Severin C.I.B.P.

In this context, in order to ensure the continuity of the managerial act, legal measures were adopted for appointing other officers to ensure the management of Caras Severin C.I.B.P.

The evaluation activity will continue at the level of all subordinated structures of the General Inspectorate of Border Police.

We recall that in February the activity of County Inspectorate of Border Police was evaluated; following the control, the preliminary investigation of nine officers, out of which 5 were leading positions, was launched. At the same time the inspectorate chief and his deputy were dismissed upon request.
