Border cooperation at the Black Sea analyzed in Sochi within the Annual Meeting of the Border Police Leaders of the Black Sea Littoral States

During 19-22 October 2010, a delegation of the Romanian Border Police, led by the General Inspector, police principal quaestor Ioan BUDA, participated in the XIth Annual Meeting of the Leaders Of The Black Sea Littoral States Border/Coast Guard Agencies, which was held in the Russian Federation, in Sochi.
The meeting took place according to the "Agreement Among the Governments of the Black Sea Economic Cooperation Participating States on Cooperation in Combating Crime, in Particular in its Organized Form", signed in Kerkyra, on 2 October 1998, between the Black Sea littoral states (Bulgaria, Georgia, Russian Federation, Turkey, Ukraine and Romania).

At this activity, the leaders of the Black Sea littoral states Border / Coast Guard Agencies, accompanied by national experts.

Within this reunion, the General Inspectorate of Romanian Border Police presented its outcomes recorded within the Working Group on "Elaboration of risk profiles at the Black Sea", activity held in Constan ţa. Thus, the introduction of a three-level scale for risk evaluation was established: low risk (blue), medium risk (yellow), high risk (red), as well as the drawing up of forms for "incident reports". At the same time, the cooperation actions to be organized in 2011 were presented.

The participating states appreciated positively the enhancement and extension process of the cooperation between the Black Sea littoral states Border / Coast Guard Authorities from October 2009 - October 2010.

At the end, the participants signed a Memorandum through which the Working Groups to be held in 2011 were established, as well as the main aspects regarding the development of "Black Sea Hawk" in the next year.

Agreement Among the Governments of the Black Sea Economic Cooperation Participating States on Cooperation in Combating Crime, in Particular in its Organized Form - open for signing in Istanbul in 2006 - concluded between the General Directorate of "Border Police" within the National Service of "Police" within the Ministry of Interior of Republic of Bulgaria, the Ministry of Interior of Georgia, the Federal Security Service of Russian Federation, the General Inspectorate of Border Police within the Ministry of Administration and Interior of Romania (signatory of the Agreement in 2007 in Burgas-Bulgaria), the Commandment of the Turkish Coast Guard, Administration of State Border Service of Ukraine, according to the purposes and the principles of UNO Charter, has as main objective the development of security and stability within the cooperation between the Black Sea littoral states, through:

Peace and stability promotion in the region based on confidence and security between the Black Sea littoral states; Enhancement of existing connections between the border / coast guard agencies in order to prevent trafficking in drugs, psychotropic substances, substitutes and precursors, ammunition, explosives, radioactive, poisoning and with strong effect substances and petroleum, illegal migration, as well as strengthening the safety and security of navigation on the Black Sea; Laying the foundation of cooperation regarding the natural resources of the Black Sea and prevent violation of laws on fishing; Prevent the maritime pollution and protect the maritime environment; Promote the scientific research activity in the field of oceanography and hydrography in the Black Sea.
