Following the execution of search warrants in a case of illegal import of waste, the Coast Guard border guards, in cooperation with National Environmental Guard commissioners and commissioners from the National Authority for Consumer Protection, under the coordination of a specialized prosecutor and invested in the case within the Prosecutor's Office attached to the Constanța Court of Appeal, discovered a landfill containing approximately 500 tons of second-hand clothes waste.
On 14.01.2022, following the investigations regarding the discovery on 11.01.2022 of three containers of second-hand clothes classified as waste, the border guards from the Coast Guard, in cooperation with commissioners from the National Environmental Guard - Constanța County Commissariat and commissioners from the National Authority for Consumer Protection - Constanța County Commissariat, under the coordination of the specialized case prosecutor and invested in the case within the Prosecutor's Office attached to the Constanța Court of Appeal, implemented two house search warrants in Târgu Mureș municipality, Mureș county.
Following this activity, the team that carried out the searches discovered in a warehouse about 500 tons of clothes declared second-hand, dirty and torn, not being subjected to the process of cleaning, disinfection and disinsection. The goods were also stored in unsanitary conditions, with a strong musty smell.
Preliminary checks revealed that the goods belonged to a commercial company that had been importing second-hand clothing from Canada since 2004.
The representatives of the Environmental Guard and of the National Agency for Consumer Protection have established that this is in fact unusable waste and cannot be traded on Romanian territory, as the legal conditions of washing, disinfection and storage are not respected.
The activities are ongoing and the action is coordinated by the specialized case prosecutor and invested in the case within the Prosecutor's Office attached to the Constanța Court of Appeal.
We remind you that, on 11.01.2022, the border guards from the Coast Guard, in cooperation with customs inspectors from the Constanța South Border Customs Office, commissioners from the National Environmental Guard - Constanța County Commissariat and commissioners from the National Authority for Consumer Protection - Constanța County Commissariat carried out the control on three containers, loaded according to the accompanying documents with second-hand clothes. These were to be imported from Canada by a company from Mureș County. Following additional checks, the control team found that 76,789 kg of clothing with an advanced degree of wear were loaded in the containers, not being subjected to the process of cleaning, disinfection and disinsection. Representatives of the Environmental Guard and the National Agency for Consumer Protection have stated that this is, in fact, unusable waste and cannot be put up for sale in Romania, and the entire amount is to be returned to the shipper. The action was supported by the European Agency FRONTEX.
