During 15-17.09.2010, at the invitation of the minister of administration and interior and the general inspector of Romanian Border Police, a delegation of FRONTEX Agency (European Agency for the Management of E.U. External Borders) led by the executive director, Mr. ILLKA LAITINEN, is visiting our country.
The main reason of this meeting is the presentation, by the Romanian authorities, of the progresses recorded in the field of border security of Romania, the future Schengen borders, as well as the cooperation enhancement between the Agency and Romanian Border Police.
FRONTEX delegation, together with the executive director of the Agency, comprises of the director for Operations Division within FRONTEX, Mr. Klaus Rösler and Mr. Mikko Simola, the aide-de-camp of the executive director.
On 16.09.2010, FRONTEX delegation, accompanied by the general inspector of R.B.P., police principal quaestor IOAN BUDA, was in Constanta and Tulcea, in order to visit the Integrated System for Observation, Surveillance and Control of Traffic at the Black Sea (SCOMAR).
SCOMAR is an operational system, based on state-of-the-art technology, which allows early detection, pursuit, recognition and identification of vessels carrying out illegal activities of trafficking at the Black Sea and its main objectives are the observation, surveillance and control of Romanian borders at the Black Sea.
On this occasion, the activities carried out by the border policemen in the responsibility area of C.I.B.P. Constanta and Tulcea, the endowments of Border Police in the field of naval mobility, as well as the actions undertaken in order to secure the maritime borders will be presented. During the visit, the two delegations will concretely establish the cooperation modalities in the fight against illegal migration and cross-border crime.
Yesterday an official meeting between the representatives of Ministry of Administration and Interior, the General Inspectorate of Border Police and FRONTEX delegation took place, SIRENE Office - unique contact point between the police and customs authorities of a Schengen member state and the national bureaus of the other member states - and SECI Center for Countering Cross-Border Crime - cooperation structure within the Ministry of Foreign Affairs, with international participation, with diplomatic mission status on the Romanian territory, were visited.
The visit of FRONTEX representatives once again proves the interest expressed by the Ministry of Administration and Interior and the Romanian Border Police in order to maintain a direct connection with the representatives of similar structures in Europe, to realize an operational exchange of information and expertise, the aim is to line up the specific activities to the European standards and to counter efficiently transnational organized crime.
As a result of the actions undertaken up to now, both in the operational and training field, the Romanian Border Police is appreciated as being one of the most active structures at the level of FRONTEX Agency.
BACKGROUND INFORMATION:
FRONTEX Agency was established in 2005 (it became operational), based on the provisions of Article 2 of E.U. Regulation no 2007/2004. The agency is the main institution of the E.U. for the management of external borders, assuring the coordination of M.S. actions in the implementation of Community measures in this field.
FRONTEX operations aim to counter illegal migration at the level of European Union, based on risk analyses, earning confidence, support and active participation of all member states.
At the same time with Romania's accession to the European Union, Romanian Border Police became full right member within FRONTEX European Agency.
The institutional, law and operational capacities of Romanian Border Police, as well as the responsibilities which come from the necessity to secure the E.U. external border, allowed the active involvement of our institution in the activities organized by FRONTEX Agency, including:
participation in the process of outlining the guiding lines regarding the management of E.U. external borders; participation in drawing up annual work programmes, based on risk analyses and the operational activities carried out both at the level of FRONTEX and national level; participation in joint operations organized by FRONTEX on the territory of other state; organizing FRONTEX joint operations on the territory of our country, on all three types of border (green, blue, airport); rendering fast operational assistance for a limited period of time, in the guise of rapid border intervention teams (RABIT); training of border police officers etc.FRONTEX operations are based on risk analysis in order to counter illegal migration, earning confidence, support and active participation of member states, and FRONTEX capacity to coordinate the common measures supplements the national systems to secure the borders.
