Control activity within Timis County Inspectorate of Romanian Border Police

As a result of the evaluations carried out by the General Inspectorate of Border Police, eight officers in leading positions within Timis County Inspectorate of Border Police shall be preliminary investigated.
Six officers in leading positions were dismissed, upon request, 12 employees were warned (their activity is to be re-evaluated) and several organizational and remediation measures of ascertained dysfunctions and deficiencies were disposed.

The General Inspectorate of Border Police continued the evaluation activity of the subordinated structures, reason for which, during 12 - 21.03.2011, the officers within Control Service and the specialist officers in different working fields within G.I.B.P. verified the accomplishment mode of specific duties carried out by the employees within Timis County Inspectorate of Border Police (C.I.B.P.) and Moravita, Deta and Cruceni Border Police Sectors.

At the same time, the management activity of the four structures carried out during 2010 - 2011 was verified, in order to evaluate the obtained results, the competence and the management capacity, to analyze the specific performance indicators, the implementation mode of priority programmes and strategies of R.B.P. and also to identify and to improve the ascertained deficiencies.

Out of the developed evaluations, deficiencies in the managerial activity were ascertained, as well as negligence or lack of preoccupation in the fulfillment of work responsibilities manifested by the officers in leading positions within Timis C.I.B.P. and the subordinated sectors, consisting in the inefficiency of controls and the operational and informational work, insufficient involvement in countering illegal trafficking in cigarettes, as well as the lack of determination in the application of disciplinary measures.

Also, the lack of involvement or superficial involvement of officers in leading positions in the activity of human resources management was ascertained, as well as in the activities of prevention and countering internal corruption.

As a result of the ascertained facts, the preliminary investigation was disposed against eight officers in leading positions, thus: chief of Office for Countering Cross-border Crime within Timis C.I.B.P., chief of Border Surveillance and Border Crossing Control Office within Timis C.I.B.P., chief of Moravita Border Police Sector, deputy chief of Moravita Border Police Sector, chief of Moravita Border Crossing Point (B.C.P.), deputy chief of Deta B.P.S., chief of Cruceni B.P.S. and a specialist officer within Cruceni B.P.S.

At the finalization of the preliminary investigation, pursuant to the legal provisions in force, the necessary measures will be taken for the persons involved, according to the severity of the deeds.

At the same time, the management of the General Inspectorate of Border Police approved the dismissal from leading positions, upon request, of six officers: chief of Timis C.I.B.P., deputy chief of Timis C.I.B.P., chief of Moravita Border Police Sector, deputy chief of Moravita B.P.S., chief of Moravita Border Crossing Point and chief of Office for Border Surveillance and Border Crossing Control within Timis C.I.B.P.

Also, the employment relationships with pension rights were terminated for the chief of Deta Border Police Sector.

The chief of Timis County Inspectorate of Border Police, his deputy, another 10 officers and 1 agent within Timis C.I.B.P., Deta, Cruceni and Sannicolau Mare Border Police Sectors, were warned regarding the fulfillment of work duties, following their activity to be re-evaluated, reason for which the necessary measures were disposed for the removal of ascertained dysfunctions and the efficiency of the activity.

Thus, more than 70 organizational measures were disposed in the four evaluated structures, respectively the remediation of deficiencies ascertained both at the level of inspectorate and the subordinated Border Police Sectors.

In order to ensure the continuance of exercising the managerial action, the legal steps are undertaken for the empowering of other officers rendering the leadership of Timis County Inspectorate of Border Police and the subordinated structures.

The evaluation activity shall continue at the level of all Border Police structures.

We remind the fact that, during February and March 2011, from the disposition of the general inspector of the Border Police, police principal quaestor Ioan Buda, Suceava C.I.B.P. and Caras Severin C.I.B.P. were evaluated and as a result of the control the preliminary investigation of 14 officers, out of which 11 officers in leading positions, was disposed. At the same time, 7 officers in leading positions - chiefs of the two inspectorates, their deputies, as well as other 3 officers - were dismissed upon request.
