Within the last three months, from the disposition of
the general inspector of Border Police, principal quaestor of
police Nelu Pop, specialized officers from Control Service within
the General Inspectorate of Border Police carried out several
controls, unexpected or thematic, at 10 county inspectorates; as a
result of the ascertained deficiencies it was initiated the
preliminary investigation of 14 officers occupying leading
positions (4 inspectorate chiefs, 1 deputy chief of inspectorate, 2
sector chiefs, 3 deputy chiefs of sector, 2 chiefs of border
crossing points and 2 bureau chiefs).
At the same time, another 11 officers occupying leading positions
(2 deputy chiefs of inspectorate, 7 sector chiefs and 2 chiefs of
border crossing points) were warned regarding their way of
fulfilling the specific duties.
The controls had, as main objectives, the way of fulfilling the specific duties and missions regarding the surveillance and control of the state border, prevention and countering illegal migration, the actions in the field of cross-border crime, professional training of the border policemen in the context of Romania’s accession to the Schengen area, managerial competence and organizational climate, and not in the last place, prevention and countering corruption acts among own personnel.
After the evaluations, a series of infringements regarding the exercising of the managerial act by certain officers occupying leading positions, as well as major deficiencies in the activity of countering illegal migration and cross-border crime were ascertained, fact that led to registration of low results in the operative field.
As a result of the ascertained facts, the management of the General Inspectorate of Border Police disposed preliminary investigation, for deficiencies carried out in exercising the managerial activities, negligence in carrying out their work duties or for the lack of exigency in organizing and coordinating surveillance and control activities at the state border crossing, of the following officers having leading positions:
chief of County Inspectorate of Border Police in Giurgiu; chief of County Inspectorate of Border Police in Suceava; chief of County Inspectorate of Border Police in Constanta; chief of County Inspectorate of Border Police in Bihor; deputy of chief of County Inspectorate of Border Police in Timis; chief of Bivolari Border Police Sector - County Inspectorate of Border Police in Iasi; chief of Petea Border Police Sector - County Inspectorate of Border Police in Satu Mare; deputy of chief of Iasi Border Police Sector; deputy of chief of Giurgiu Border Police Sector; deputy of chief of Siret Border Police Sector; chief of Petea Border Police Point, County Inspectorate of Border Police in Satu Mare; chief of Bors Border Police Point, County Inspectorate of Border Police in Bihor; chief of Office for Countering Cross-border Crime, County Inspectorate of Border Police in Giurgiu; chief of Office for Criminal Investigations, County Inspectorate of Border Police in Giurgiu.At the same time, as a result of the deficiencies ascertained in the field of organization and planning of the specific activities, 11 officers within Constanta County Inspectorate of Border Police, Giurgiu County Inspectorate of Border Police, Iasi County Inspectorate of Border Police, Suceava County Inspectorate of Border Police, were warned, being disposed the necessary measures in order to eliminate the disfunctionalities observed and to make efficient the activities.
In the completion of the disposed measures, general inspector brought into attention to all the managers within the Border Police the manner of fulfilling the specific duties, especially for realizing the institutional objectives for accessing the Schengen area, enhancing informative-operative activities which make efficient the actions in the field of countering crime in the competence area and taking firm measures in order to prevent and counter corruption acts among own personnel. At the same time, the general inspector recommended all the employees to enhance the professional training in the field of Schengen legislation, having in view that they carry out their activity at the E.U. external border, the future Schengen border.
Also, in order to prevent corruption acts, within the General Inspectorate of Border Police an internal prevention organism will be constituted, in the form of a working group made up of specialized officers having as main objectives the identification of risk factors in the field of corruption and the implementation of own measures in order to prevent committing such acts.
The evaluation activity, carried out by the management of the General Inspectorate of Border Police, will continue at the level of all subordinated structures, following to maintain the same firmness if deficiencies will be ascertained in exercising the managerial act or in the field of prevention and countering corruption acts among own personnel.
